The Secretary of State in exercise of the powers conferred by sections 85(1) and (3) and 86(1)(a) and (b) of the Merchant Shipping Act 1995, articles 3 and 5 of the Merchant Shipping (Prevention and Control of Pollution) Order 1987 and article 2 of the Merchant Shipping (Prevention of Pollution) (Law of the Sea Convention) Order 1996 makes the following Regulations.
Citation and commencement
1 
These Regulations may be cited as the Merchant Shipping (Port State Control and Prevention of Pollution from Noxious Liquid Substances in Bulk) (Amendment) Regulations 2020 and come into force on 1st June 2020.
Amendment of the Merchant Shipping (Port State Control) Regulations 2011

(1) The Merchant Shipping (Port State Control) Regulations 2011 are amended as follows.
(2) In regulation 2(1) (interpretation of Part 1), in the definition of “Conventions”, for paragraphs (b) and (c) substitute—“
(b) the International Convention for the Safety of Life at Sea, 1974 (SOLAS 74);
(c) the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocols of 1978 and 1997 relating thereto (MARPOL);”.

(1) The Merchant Shipping (Prevention of Pollution from Noxious Liquid Substances in Bulk) Regulations 2018 are amended as follows.
(2) In regulation 5 (application), in paragraphs (3) and (4), in both place it occurs, after “United Kingdom waters” add “or controlled waters”.
