
Article 1 
Regulation (EU) No 578/2010 is amended as follows:

((1)) Article 42(1) is replaced by the following:
'
1. Certificates shall not be required for exports for which applications submitted by the operator during the budget year do not give rise to payment of more than EUR 200 000.';
((2)) Article 43(1) is replaced by the following:
'
1. For each budget period, exports referred to in Article 42(1) shall be eligible for payment of a refund within the limit of a total reserve of EUR 80 million for each budget year.';
((3)) The following Article 53a is inserted:
'
Article 53a 

1. Where the refund applicable to all of the basic products listed in Annex I is either suspended, not fixed or equal to zero, during one of the periods mentioned in Article 29(1)(a) to (f), the obligation for the Member States to notify related to that period and provided for by Article 30 and Article 34(2) shall be suspended.
2. Where no refund certificates were issued during the periods referred to in Article 51(1)(c) and (d), the obligation for the Member States to notify provided for by Article 51(1)(c) and (d) shall be suspended.
3. Where no amounts are involved, the obligations for the Member States to notify provided for by Article 51(1)(a) and (b), Article 51(2), Article 52 and the first sentence of Article 53 and to inform that no amounts have been granted provided for by the second sentence of Article 53, shall be suspended.'.
Article 2 
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.Done at Brussels, 24 June 2013.
