(1) The title of these Regulations is The Child Poverty Strategy (Wales) Regulations 2011.
(2) These Regulations come into force on 6 April 2011.
(3) These Regulations apply in relation to Wales.

In these Regulations—
(a) “child poverty strategy” (“strategaeth tlodi plant”) means a strategy as set out in section 2 of the Children and Families (Wales) Measure 2010;
(b) “the Welsh authorities” (“yr awdurdodau Cymreig”) for the purposes of these Regulations does not include the Welsh Ministers or a local authority.

(1) The first child poverty strategy must relate to the period from 1 April 2012 to 31 March 2014.
(2) Subsequent strategies must relate to the period of three years beginning on 1 April in the year when the previous strategy period expires.

(1) The first child poverty strategy is to be published on or before 31 March 2012.
(2) Subsequent strategies must be published on or before 1 April in the year in which the strategy period for that strategy commences in accordance with regulation 3(2).

(1) A Welsh authority must publish a strategy by placing it on its website on the date that a strategy is published.
(2) A Welsh authority must also make the strategy available for inspection by members of the public–
(i) at the authority’s offices; and
(ii) at any other appropriate place.

(1) A review of the first strategy undertaken by a Welsh authority must be completed by 31 March 2014.
(2) All subsequent strategies are to be reviewed every 3 years thereafter.
(3) The Welsh authority must publish the review report by placing it on its website.
7 
A Welsh authority, before publishing a strategy, must consult the Welsh Ministers, local authorities and other persons as it considers appropriate.
