
Article 1 
A review of Implementing Regulation of the Council (EU) No 400/2010 is hereby initiated pursuant to Articles 11(4) and 13(4) of Council Regulation (EC) No 1225/2009 in order to establish whether the imports of steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm, currently falling within CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98 (TARIC codes 7312 10 81 13, 7312 10 83 13, 7312 10 85 13, 7312 10 89 13 and 7312 10 98 13) consigned from the Republic of Korea and produced by SEIL Wire and Cable (TARIC additional code A994), should be subject to the anti-dumping duty imposed by Implementing Regulation of the Council (EU) No 400/2010.
Article 2 
The anti-dumping duty imposed by Implementing Regulation of the Council (EU) No 400/2010 is hereby repealed with regard to the imports identified in Article 1 of the present Regulation.
Article 3 
The customs authorities are hereby directed, pursuant to Article 14(5) of Council Regulation (EC) No 1225/2009, to take the appropriate steps to register the imports identified in Article 1 of this Regulation. Registration shall expire nine months following the date of entry into force of this Regulation.
Article 4 

1. Interested parties, if their representations are to be taken into account during the investigation, must make themselves known to the Commission, present their views in writing and submit the replies to the questionnaire mentioned in recital 9(a) of this Regulation or any other information, unless otherwise specified, within 37 days of the entry into force of this Regulation. Attention is drawn to the fact that the exercise of most procedural rights set out in Council Regulation (EC) No 1225/2009 depends on the party’s making itself known within the aforementioned period.Interested parties may also apply in writing to be heard by the Commission within the same 37-day time limit.
2. All written submissions, including the information requested in this Regulation, questionnaire replies and correspondence provided by interested parties for which confidential treatment is requested shall be labelled Limited.Interested parties providing ‘Limited’ information are required to furnish non-confidential summaries of it pursuant to Article 19(2) of the basic Regulation, which will be labelled ‘For inspection by interested parties’. These summaries should be sufficiently detailed to permit a reasonable understanding of the substance of the information submitted in confidence. If an interested party providing confidential information does not furnish a non-confidential summary of it in the requested format and quality, such confidential information may be disregarded.For this investigation, the Commission will use an electronic document management system. Interested parties are required to make all submissions and requests in electronic format (the non-confidential submissions via e-mail, the confidential ones on CD-R/DVD), and must indicate the name, address, e-mail address, telephone and fax numbers of the interested party. However, any Powers of Attorney, signed certifications, and any updates thereof, accompanying questionnaire replies shall be submitted on paper, i.e. by post or by hand, at the address below. Pursuant to Article 18(2) of the basic Regulation if an interested party cannot provide its submissions and requests in electronic format, it must immediately inform the Commission. Article 5 
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union
This Regulation shall be binding in its entirety and directly applicable in all Member States.Done at Brussels, 29 September 2011.
