(1) There shall be paid out of moneys provided by Parliament or, if those moneys are insufficient, there shall be charged on and paid out of the Consolidated Fund of the United Kingdom, such sums as are required for the purpose of fulfilling any obligations incurred before the fifteenth day of August, nineteen hundred and nineteen, by the Government of His late Majesty King George the Fifth in connection with the 1914-1918 war in respect of payments for compensation in respect of persons killed or injured on any merchant ship or fishing vessel.
