Article 1
This Decision lays down detailed rules on the implementation of the obligations of the Member States to monitor the implementation and use of their infrastructures for spatial information and to report to the Commission on that monitoring as set out in Article 21(1) and (2) of Directive 2007/2/EC.
Article 2

1. The indicators referred to in Articles 3 to 7 shall be calculated using the metadata of the spatial data sets and the spatial data services that are published by Member States through the discovery services referred to in Article 11(1)(a) of Directive 2007/2/EC.
2. Member States shall make all results of monitoring in accordance with Article 21(1) of Directive 2007/2/EC accessible to the public on the internet or using other appropriate means of telecommunication.
Article 3

1. The following indicators shall be used to measure the number of spatial data sets and spatial data services:
(a) the number of spatial data sets for which metadata exist (‘DSi1,1’);
(b) the number of spatial data services for which metadata exist (‘DSi1,2’).
2. The following indicator shall be used to measure the number of spatial data sets that are already used by the Member State for reporting to the Commission under the environmental legislation: the number of spatial data sets for which the metadata contains a keyword from a register provided by the Commission indicating that the spatial data set is used for reporting under the environmental legislation (‘DSi1,3’).
3. The following indicators shall be used to measure the number of the spatial data sets that respectively cover regional or national territory:
(a) the number of spatial data sets for which the metadata contains a keyword from a register provided by the Commission indicating that the spatial data set covers regional territory (‘DSi1,4’);
(b) the number of spatial data sets for which the metadata contains a keyword from a register provided by the Commission indicating that the spatial data set covers the national territory (‘DSi1,5’).
Article 4
The following indicators shall be used to measure the percentage of metadata for spatial data sets and spatial data services that are published by Member States through the discovery services referred to in Article 11(1)(a) of Directive 2007/2/EC that are in conformity with Regulation (EC) No 1205/2008 as regards metadata:

((a)) the number of spatial data sets for which metadata are in conformity with Regulation (EC) No 1205/2008 multiplied by a hundred and divided by the number of spatial data sets for which metadata exist as given by indicator ‘DSi1,1’ (‘MDi1,1’);
((b)) the number of spatial data services for which metadata are in conformity with Regulation (EC) No 1205/2008 multiplied by a hundred and divided by the number of spatial data services for which metadata exist as given by indicator ‘DSi1,2’ (‘MDi1,2’).
Article 5
The following indicators shall be used to measure the percentage of spatial data sets that are in conformity with Regulation (EU) No 1089/2010 as regards interoperability of spatial data sets:

((a)) the number of spatial data sets which are in conformity with Regulation (EU) No 1089/2010 multiplied by a hundred and divided by the number of spatial data sets as given by indicator ‘DSi1,1’ (‘DSi2’);
((b)) the number of spatial data sets corresponding to the themes listed in Annex I to Directive 2007/2/EC which are in conformity with Regulation (EU) No 1089/2010 multiplied by a hundred and divided by the number of spatial data sets corresponding to the themes listed in that Annex (‘DSi2,1’);
((c)) the number of spatial data sets corresponding to the themes listed in Annex II to Directive 2007/2/EC which are in conformity with Regulation (EU) No 1089/2010 multiplied by a hundred and divided by the number of spatial data sets corresponding to the themes listed in that Annex (‘DSi2,2’);
((d)) the number of spatial data sets corresponding to the themes listed in Annex III to Directive 2007/2/EC which are in conformity with Regulation (EU) No 1089/2010 multiplied by a hundred and divided by the number of spatial data sets corresponding to the themes listed in that Annex (‘DSi2,3’).
Article 6
The following indicators shall be used to measure the percentage of spatial data sets that are accessible through the view services referred to in point (b) Article 11(1) of Directive 2007/2/EC and through the download services referred to in point (c) of that provision:

((a)) the number of spatial data sets for which both view and download services exist multiplied by a hundred and divided by the number of spatial data sets as given by indicator DSi1,1(‘NSi2’);
((b)) the number of spatial data sets for which a view service exists multiplied by a hundred and divided by the number of spatial data sets as given by indicator DSi1,1 (‘NSi2,1’);
((c)) the number of spatial data sets for which a download service exists multiplied by a hundred and divided by the total number of spatial data sets as given by indicator DSi1,1 (‘NSi2,2’).
Article 7
The following indicators shall be used to measure the percentage of the network services referred to in Article 11(1) of Directive 2007/2/EC that are in conformity with Regulation (EC) No 976/2009 as regards the Network Services:

((a)) the number of network services which are in conformity with Regulation (EC) No 976/2009 multiplied by a hundred and divided by the total number of network services (‘NSi4’);
((b)) the number of discovery services which are in conformity with Regulation (EC) No 976/2009 multiplied by a hundred and divided by the total number of discovery services (‘NSi4,1’);
((c)) the number of view services which are in conformity with Regulation (EC) No 976/2009 multiplied by a hundred and divided by the total number of view services (‘NSi4,2’);
((d)) the number of download services which are in conformity with Regulation (EC) No 976/2009 multiplied by a hundred and divided by the total number of download services (‘NSi4,3’);
((e)) the number of transformation services which are in conformity with Regulation (EC) No 976/2009 multiplied by a hundred and divided by the total number of transformation services (‘NSi4,4’).

The results of the monitoring required by Article 21(1) of Directive 2007/2/EC shall be published by 31 March of each year at the latest in respect of the status of the implementation of the infrastructure for spatial information on 15 December the preceding year. The results shall be updated at least every year.
Article 9
Member States shall provide updated summary descriptions of the items referred to in Article 21(2) of Directive 2007/2/EC to the Commission.Only those summary descriptions shall be updated where changes have taken place since the previous submission.
