
Article 1 
The goods described in column (1) of the table set out in the Annex shall be classified within the Combined Nomenclature under the CN code indicated in column (2) of that table.
Article 2 
Binding tariff information issued by the customs authorities of Member States, which is not in accordance with this Regulation, can continue to be invoked for a period of three months under Article 12(6) of Regulation (EEC) No 2913/92.
Article 3 
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.Done at Brussels, 19 November 2010.

A product consisting of a paperboard roll and a handle made of moulded plastics (so-called ‘textile roller’).The paperboard roll is covered by a paper which is self-adhesive on the outer side and covered by synthetic plastics on the inner side.The paperboard roll, with a self-adhesive paper, is disposable and interchangeable. It is wrapped in a protective layer of paper containing a description of the functioning of the product.The product is intended to be used for the removal of, for example, dust, lint, hair, dandruff, from textile clothes, etc. 9603 90 91 Classification is determined by General Rules 1, 4 and 6 for the interpretation of the Combined Nomenclature and by the wording of CN codes 9603, 9603 90 and 9603 90 91.The product, which is not prima facie classifiable under a specific heading, is most akin to brushes of heading 9603. Heading 9603 comprises a variety of articles differing considerably both in materials and shape (see also the Harmonised System Explanatory Notes to heading 9603).The product is therefore to be classified under CN code 9603 90 91 as other brushes.
