(1) These Regulations may be cited as the State Pension Credit (Decisions and Appeals – Amendments) Regulations (Northern Ireland) 2003 and shall come into operation on 19th June 2003.
(2) The Interpretation Act (Northern Ireland) 1954 shall apply to these Regulations as it applies to an Act of the Assembly.

In paragraph 5 of Schedule 1 to the Social Security and Child Support (Decisions and Appeals) Regulations (Northern Ireland) 1999 (decisions against which no appeal lies: claims and payments) –
(a) after sub-paragraph (b), there shall be inserted the following sub-paragraph –“
(bb) regulations 4C (as to the making of a claim for state pension credit) or 4D (as to the making of a claim before attaining the qualifying age);”
(b) after sub-paragraph (k), there shall be inserted the following sub-paragraph –“
(kk) regulation 26B (as to the time and manner of payment of state pension credit);”.

In the Schedule to the Housing Benefit (Decisions and Appeals) Regulations (Northern Ireland) 2001 (decisions against which no appeal lies), after paragraph 4 there shall be added the following paragraph –“
5. 
No appeal shall lie against the calculation or estimation of the claimant's, or the claimant’s partner’s income or capital used by a relevant authority in accordance with regulation 23(1) of the Housing Benefit Regulations (calculation of claimant’s income in savings credit only cases), as modified by the Housing Benefit (State Pension Credit) Regulations (Northern Ireland) 2003.”.
