This Order may be cited as the Foot-and-Mouth Disease (Amendment) (England) (No. 12) Order 2001; it applies to England, and shall come into force on 14th September 2001.

(1) The Foot-and-Mouth Disease Order 1983 in so far as it applies to England is amended in accordance with the provisions of this article.
(2) After article 18(2) there shall be inserted the following—“
(2A) In deciding whether to issue licences under paragraphs (1) or (2) above an inspector shall comply with any instructions which may have been issued by the Minister in relation to the issue of such licences.”.
(3) In article 29D(2), after paragraph (3) of the paragraphs to be substituted in article 18 in its application to restricted infected areas, there shall be inserted the following—“
(3A) In deciding whether to issue licences under paragraphs (1), (2) or (3) above an inspector shall comply with any instructions which may have been issued by the Minister in relation to the issue of such licences.”.
(4) After article 31(2) there shall be inserted the following—“
(2A) In deciding whether to issue licences under paragraph (1) above an inspector shall comply with any instructions which may have been issued by the Minister in relation to the issue of such licences.”.

Declaratory Orders made under Parts III, IIIA or IV of the 1983 Order before this Order comes into force shall have effect so that the provisions of Parts III, IIIA or IV of the 1983 Order after amendment by this Order apply in the areas declared to be infected areas, restricted infected areas or controlled areas by those Declaratory Orders.
