(1) These Regulations may be cited as the Plant Protection Products (Amendment) (No. 2) Regulations 1999 and shall come into force on 13th January 2000.
(2) These Regulations shall apply in Great Britain.
(3) For the avoidance of doubt, in their application to Scotland these Regulations shall have effect both in relation to the exercise by the Scottish Ministers, by virtue of section 53 of the Scotland Act 1998, of relevant functions under the Plant Protection Products Regulations 1995 and to the continuing exercise of those functions, by virtue of section 57 of that Act, by the Minister of Agriculture, Fisheries and Food and the Secretary of State.

Regulation 2(1) of the Plant Protection Products Regulations 1995 shall be amended by substituting for the definition of “the Directive” the following definition—“
 “the Directive” means Council Directive 91/414/EEC concerning the placing of plant protection products on the market, as amended by—
(a) Commission Directive 93/71/EEC;
(b) Commission Directive 94/37/EC;
(c) Commission Directive 94/79/EC;
(d) Commission Directive 95/35/EC;
(e) Commission Directive 95/36/EC;
(f) Commission Directive 96/12/EC;
(g) Commission Directive 96/46/EC;
(h) Commission Directive 96/68/EC;
(i) Council Directive 97/57/EC;
(j) Commission Directive 97/73/EC;
(k) Commission Directive 98/47/EC;
(l) Commission Directive 1999/1/EC;
(m) Commission Directive 1999/73/EC;
(o) Commission Directive 1999/80/EC;”.

Regulation 2 of the Plant Protection Products (Fees) Regulations 1995 shall be amended by substituting for the definition of “principal Regulations” the following definition—“
 “principal Regulations” means the Plant Protection Products Regulations 1995 as amended by—
(a) the Plant Protection Products (Amendment) Regulations 1997;
(b) the Plant Protection Products (Amendment) (No. 2) Regulations 1997;
(c) the Plant Protection Products (Amendment) (No. 2) Regulations 1999;”.

The Plant Protection Products (Amendment) Regulations 1999 are hereby revoked.
