This Order may be cited as the Energy Conservation Act 1996 (Commencement No. 3 and Adaptations) Order 1997 and applies to England and Wales.

The Energy Conservation Act 1996 as respects energy conservation authorities whose areas are in England or Wales shall come into force—
(a) on 14th January 1997 for the purposes of sections 3(1) and 4(1) and (2) of the Home Energy Conservation Act 1995 (power of Secretary of State to give directions and guidance); and
(b) on 1st April 1997 for all other purposes.

(1) The Home Energy Conservation Act 1995 is adapted in accordance with the following provisions of this article.
(2) In section 2 (energy conservation reports),—
(a) at the beginning of subsection (1) insert “Subject to subsection (7),”; and
(b) at the end of the section add—“
(7) An energy conservation authority may prepare a report on houses in multiple occupation or house-boats which is separate from the report on other residential accommodation..”
(3) In section 3 (functions of the Secretary of State in relation to reports), after “different areas” insert “; and may set different dates for reports on houses in multiple occupation or house-boats or reports on other residential accommodation.”
