(1) These Regulations may be cited as the Northern Ireland Disability Council Regulations (Northern Ireland) 1997 and shall come into operation on 12th May 1997.
(2) In these Regulations—
 “the Council” means the Northern Ireland Disability Council established under section 50(1) of the Disability Discrimination Act 1995; and
 “the Department” means the Department of Health and Social Services.
(3) The Interpretation Act (Northern Ireland) 1954 shall apply to these Regulations as it applies to a Measure of the Northern Ireland Assembly.

The Department may remove a member of the Council from office in any of the following circumstances—
(a) where he has, throughout a continuous period of 6 months ending not earlier than 3 months before the date on which the removal takes effect, failed, without the consent of the Council, to attend meetings of the Council;
(b) where he is an undischarged bankrupt or is otherwise unable to pay his debts; and
(c) where he is incapable of discharging the functions of his office or has been guilty of misbehaviour.

The Department may, with the approval of the Department of Finance and Personnel, pay expenses of the Council which it is satisfied were reasonably incurred.

The Northern Ireland Disability Council Regulations (Northern Ireland) 1996 are hereby revoked.
