(1) These Regulations may be cited as the A1 (Old Craighall Roundabout to East of Haddington) Special Road Regulations 1996 and shall come into force on the date declared by the Secretary of State as traffic authority by notice in accordance with the Special Roads (Notice of Opening) (Scotland) Regulations 1964 to be the date on which the special road specified in paragraph (2) below is open for use as a special road.
(2) The special road referred to in paragraph (1) above is the special road authorised to be provided by–
(a) the Edinburgh-Berwick Upon Tweed Trunk Road (A1) Old Craighall Roundabout to East of Haddington Special Road Scheme 1994; and
(b) the Edinburgh-Berwick Upon Tweed Trunk Road (A1) Old Craighall Roundabout to East of Haddington Special Road Scheme (No.2) 1994.

No person shall drive any vehicle at a speed exceeding 70 mph on the special road specified in regulation 1(2) above.
