This Order may be cited as the Local Government Reorganisation (Wales) (Transitional Provisions) Order 1994 and shall come into force on 3rd January 1995.

In this Order—
 “the 1994 Act” means the Local Government (Wales) Act 1994;
 “transition committee” has the same meaning as in section 46(1) of the 1994 Act; and
 “the 1991 Regulations” means the Local Authorities (Members' Allowances) Regulations 1991.

From the coming into force of this Order until 1st April 1995, a transition committee shall be a body within the terms of regulation 9(1)(c) of the 1991 Regulations.

(1) From the coming into force of this Order until 1st April 1995, the 1991 Regulations shall apply with the modifications specified in paragraphs (2) and (3).
(2) In relation to a principal council in Wales, in regulation 12(c) (special responsibility allowance) the figure of £8,291 is increased to £9,120.
(3) In the Table to the Schedule—
(a) for the county councils in Wales the figure of £3,065 is increased to £3,371;
(b) for the district councils of Cardiff and Swansea the figure of £2,160 is increased to £2,376; and
(c) for the other district councils in Wales the figure of £1,500 is increased to £1,650.

Regulation 7 of the 1991 Regulations shall apply so as to require the amendment of all existing schemes in such manner as is necessary to allow for the modifications which are to be applied in consequence of the preceding provisions of this Order.
