This Order may be cited as the Local Authority Social Services (Complaints Procedure) Order 1990 and shall come into force on 1st April 1991.

Every local authority shall establish a procedure for considering any representations (including any complaints) which are made to them by a qualifying individual, or anyone acting on his behalf, in relation to the discharge of, or any failure to discharge, any of their social services functions in respect of that individual.
