These Regulations may be cited as the Education (Grants for Training of Teachers and Community Education Workers) (Scotland) Regulations 1989 and shall come into force on 31st March 1989.

For the purposes of these Regulations—
(a) any reference to a teacher shall include a teacher employed in providing further education and an educational psychologist;
(b) any reference to a community education worker shall mean any person other than a teacher who works for a local authority whether for payment or otherwise wholly or partly for purposes of education; and
(c) any reference to a local authority shall mean a regional or islands council.

The Secretary of State may, subject to and in accordance with the provisions of these Regulations, pay to education authorities grants of such amounts as appear to him appropriate in respect of teachers in their employment undergoing in-service training or attending seminars organised by the Scottish Committee for Staff Development in Education or in respect of the development or preparation of materials for in-service training of teachers.

The Secretary of State may, subject to and in accordance with the provisions of these Regulations, pay to local authorities grants of such amounts as appear to him appropriate in respect of the attendance at courses to which these Regulations apply by community education workers.

A grant may be paid only in respect of a course within a subject area listed in the Schedule to these Regulations or a seminar organised by the Scottish Committee for Staff Development in Education.

(1) Applications for grants shall be made in writing to the Secretary of State by an education authority or local authority.
(2) Payment of these grants shall be made to the education authority or local authority in arrear.

The Education (Grants for Training of Teachers and Community Education Workers) (Scotland) Regulations 1988( ) are hereby revoked.
