(1) This Order may be cited as the Essex (District Boundaries) Order 1989.
(2) This Order shall come into force on 26th September 1989 for any purpose set out in regulation 4(1) (coming into operation of order) of the Local Government Area Changes Regulations 1976.
(3) For all other purposes this Order shall come into force on 1st October 1989.

In this Order –
 “boundary map” means the map prepared by the Department of the Environment, marked “Map of the Essex (District Boundaries) Order 1989”, and deposited in accordance with regulation 5 of the Local Government Area Changes Regulations 1976;
 “county electoral division” means an electoral division of the county of Essex.

(1) The part of the district of Epping Forest and the parish of Matching marked B1 on the boundary map shall be transferred to –
(a) the district of Harlow;
(b) the Old Harlow ward of that district;
(c) the Harlow and Mark Hall county electoral division,
and shall cease to form part of any parish.
(2) The part of the district of Epping Forest and the parish of North Weald Bassett marked B2 on the boundary map shall be transferred to –
(a) the district of Harlow;
(b) the Potter Street ward of that district;
(c) the Harlow Common county electoral division;
(d) the Harlow petty sessional division,
and shall cease to form part of any parish.

Any provisions of a local plan made by Epping Forest District Council which apply immediately before 1st October 1989 to an area transferred by this Order shall continue to have effect in relation to that area as if they were part of such a plan made by Harlow District Council.
