This Order may be cited as the Public Utility Transfers and Water Charges Act 1988 (Commencement No. 1) Order 1988.

(1) The provisions of the Act specified in Part I of the Schedule to this Order shall come into force on 18th May 1988.
(2) The provisions of the Act specified in Part II of that Schedule shall come into force on 11th July 1988.

PART I

Provision of the Act Subject Matter of Provision
Section 2. Charges by statutory water companies.
Section 3(1) to (5) and (8). Provisions regulating charges of all water undertakers.
Section 4. Metering trials schemes.
Section 5(2) to (5). Regulations about metering.
Section 6(1) so far as it gives effect to paragraphs 1, 2 and 4 of Schedule 2. Consequential amendments.
Section 6(5) so far as it gives effect to the entry in Schedule 3 repealing section 30(3) to (10) of the Water Act 1973. Repeals.
PART II

Provision of the Act Subject Matter of Provision
Section 5(1) so far as it gives effect to the following provisions of Schedule 1, namely paragraphs 2(1) to (8), 3 to 5, 6 (so far as it relates to paragraphs 2(1) to (8) and 3) and 9(b) and (so far as relevant to paragraph 6) (c), (e) and (f). Provisions relating to meters: power to carry out works and enter premises; entry in execution of a warrant; offence of disclosing information by person exercising powers; obstruction of person exercising power; expenses connected with meter installation, and undertakers' liability for damage; and arbitration.
Section 6(1) so far as it gives effect to paragraph 3 of Schedule 2. Consequential amendment.
Section 6(5) so far as it gives effect to the entries in Schedule 3 repealing section 82(1)(a) of Schedule 3 to the Water Act 1945 and section 32 of the Water Act 1973. Repeals.
Section 6(2) to (4) and (6). Orders to amend local legislation relating to metering, and effect of repeal of provisions incorporated with such legislation.
