(1) This Order may be cited as the Video Recordings Act 1984 (Commencement No. 5) Order 1987.
(2) This Order does not extend to Scotland.
(3) In this Order –
 “the Act” means the Video Recordings Act 1984;
 “the 1985 Order” means the Video Recordings Act 1984 (Commencement No. 2) Order 1985.

(1) Subject to paragraph (2) below, sections 9 and 10 of the Act shall come into force on 1st September 1987 for the purpose of prohibiting the supply, the offer to supply or the possession for the purpose of supply of a video recording to which article 3(a) of the 1985 Order does not apply and which contains a video work which satisfies the requirements in paragraph (3) below.
(2) Where a video recording to which paragraph (1) above applies contains another video work not being a work which satisfies the requirements in paragraph (3) below, sections 9 and 10 of the Act shall come into force for the purpose set out in paragraph (1) above only in respect of the video work which satisfies those requirements.
(3) The requirements which a video work must satisfy are that –
(a) its visual images, when shown as a moving picture, are substantially the same as the moving picture produced on showing a film registered, or deemed to have been registered, under Part II of the Films Act 1960 on or after 1st January 1975;
(b) its visual images are accompanied by sound which comprises or includes words predominantly in the English language; and
(c) no classification certificate has been issued in respect of it.
