(1) These regulations, which may be cited as the Mobility Allowance (Vehicle Scheme Beneficiaries) Amendment Regulations 1978, shall come into operation on 26th May 1978.
(2) The rules for the construction of Acts of Parliament contained in the Interpretation Act 1889 shall apply for the purposes of the interpretation of these regulations as they apply for the purposes of the interpretation of an Act of Parliament.

The Mobility Allowance (Vehicle Scheme Beneficiaries) Regulations 1977 shall be amended by substituting in regulation 1(2) (interpretation) for the definition of “vehicle scheme beneficiary” the following:—“

 `vehicle scheme beneficiary' means any person of a class specified in section 13(3)(a), (c) or (d) of the Act or any person of the class specified in section 13(3)(b) of the Act whose application was approved on or after 1st January 1976 and, where an invalid carriage or other vehicle was provided or as the case may be applied for, is a person of any such class in respect of whom the invalid carriage or other vehicle provided or applied for was a vehicle propelled by petrol engine or by electric power supplied for use on the road and to be controlled by the occupant
”.
