(1) These Regulations may be cited as the Trade Unions and Employers' Associations (Amalgamations, etc.) (Amendment) Regulations 1978 and shall come into operation on 1st November 1978.
(2) The Interpretation Act 1889 applies to the interpretation of these Regulations as it applies to an Act of Parliament.

In Regulation 2(2) of the principal Regulations, the definition of “the Registrar” shall be deleted and the following definition substituted:—“

 ‘the Certification Officer’ means the officer appointed under section 7(1) of the Employment Protection Act 1975 or any assistant certification officer appointed under section 7(4) of the said Act to whom, in accordance with section 7(5) of the said Act, functions have been delegated in relation to any matter authorised or required to be dealt with under these Regulations.
”.

In the principal Regulations for the expression “the Registrar”, wherever it occurs, there shall be substituted the expression “the Certification Officer”.

For Regulation 11 of the principal Regulations there shall be substituted the following Regulation:—“

The following fees shall be payable in advance—
For registration of an instrument of amalgamation or transfer £40
For approval of a change of name £3.50
For every inspection on the same day of documents kept by the Certification Officer under the 1964 Act relating to one and the same organisation 50p.
”.

For Regulation 12 of the principal Regulations there shall be substituted the following Regulation:—“


12 
A fee of £5 shall be payable for the entry of an amalgamated organisation on the list of trade unions or employers' associations maintained by the Certification Officer under section 8 of the 1974 Act where each of the amalgamating organisations is already entered on the list.
”.
